Members with a designated voting district as Dixie District 1B are eligible to vote. Dixie District 1B consists of the area served in Washington County, Utah located east of River Road and lying within the municipal boundary of the City of St. George, Utah.
Voting Information
In-person and Online voting will take place from Tuesday, May 26th to Tuesday June 2nd. An email will also be sent out to all members who have an email on file (View email invite on May 26th.)

Jeff Watson
(Incumbent)
Jeff Watson is a multi-generational St. George local with roots dating back to his great-great-grandfather, D. Clark Watson, who helped establish the first St. George power plant while serving as mayor in the 1940s. Jeff is a graduate of Dixie High School and Dixie State University, where he studied Business Administration.
Jeff is committed to giving back to the community. He is active in his church and currently serves on the board of The Caddy Group, an organization of business professionals dedicated to raising funds for local charities and is the current President of the Utah Independent Automobile Dealers Association.
Jeff has proudly served on the Dixie Power Board for the past six years, where he has worked to keep power rates affordable and service reliable for local families and businesses. During his tenure, he has supported key initiatives to strengthen infrastructure, plan for future growth, and ensure long-term energy stability for Southern Utah.
As a local small business owner and father of five, Jeff understands the importance of dependable, affordable power for both families and businesses. He is dedicated to representing his district and ensuring Dixie Power continues to provide reliable service while maintaining reasonable rates to support the quality of life we enjoy here in Dixie

Joe Fieldsted
Joe Fieldsted was raised on a cattle ranch in a small rural community in the Uintah Mountains of northeastern Utah. After graduating from Altamont High School, he earned an associate degree in Electrical Automation from Utah Technical College in Orem. He began his career in 1981 as an apprentice lineman with Moon Lake Electric, a rural electric cooperative serving the Uinta Basin, and advanced through multiple roles before becoming Safety Manager in 1985.
From 2008 to 2013, Joe served as Corporate Safety Director for Dalbo Holdings, overseeing 28 safety professionals and 1,300 employees across 10 states. During this time, he was elected to the Moon Lake Electric Board of Directors, later representing the cooperative on the Deseret Power Board as Vice President. In 2014, he became Safety Manager for Valley Electric Association in Nevada, where he continues to serve in a reduced role. Joe and his family relocated to St. George in 2023.
With 45 years of experience in the rural electric cooperative industry—as both an employee and board member—Joe is deeply committed to the member-owned model and understands the operational and governance challenges cooperatives face today. He believes in informed decision-making, steady leadership, and active member involvement. Joe and his wife, Chanel, are the parents of eight children and grandparents to thirteen.
He also officiated high school and college sports for 30 years and was inducted into the Utah High School Officials Hall of Honor in 2018, an experience that strengthened his calm, principled approach to leadership. Joe looks forward to serving the members of Dixie Power and would be honored to earn their vote.
